Fiscal Year 2015 Annual Report: Resource Development and Funding

Resource development and funding activities address the biggest hurdle to maintaining and growing our transportation system: insufficient transportation dollars. To help overcome that hurdle, COMPASS has built upon and expanded its funding assistance programs to address all aspects of the funding process – from project development and preparing for funding opportunities, to grant research and assistance with grant writing, to assistance in managing federal funds, as budgeted in in the Regional Transportation Improvement Program (TIP) – the five-year budget of federally funded and “regionally significant” transportation projects.

2015 Highlights:

  • Launched the Project Development Program to transform member agency project ideas into well-defined projects that are ready for funding applications, complete with cost estimates, purpose and need statements, environmental scans, and public involvement plans. Four projects were selected for the program in 2015 and work on all four has commenced.
    • Supports Strategic Plan Objective 4.2, Implement adopted plans
  • Completed the COMPASS Application Guide to assist member agencies in completing funding applications and to consolidate all COMPASS-managed funding applications into one simplified application process.

  • Developed a detailed tracking program to ensure all federally funded projects within Ada and Canyon Counties meet required deadlines to avoid a potential loss of funds if deadlines are not met.

  • Assisted member agencies by providing grant research and assistance, including working with the Idaho Department of Transportation to prepare a federal TIGER grant application for a $45 million project to improve a section of Interstate 84 in Canyon County, the highest unfunded priority project in CIM, and assisting Valley Regional Transit in preparing a grant application for a bike parking facility at the new Main Street Station, under construction in downtown Boise.
