The Transportation Management Area (TMA) Balancing Committee provides technical recommendations to keep the TMA program balanced. The TMA program is based on formula funding for the Boise Urbanized Area. It is the intent of the Committee to expend all funds made available to the TMA through the congressional annual appropriations process. As projects make their way through the construction process, cost savings or cost overruns are realized, making the balancing process necessary.
