Communities in Motion 2040 2.0
COMPASS develops, or updates, a regional long-range transportation plan — Communities in Motion — for Ada and Canyon Counties every four years. These plans look 20+ years into the future to help ensure our roads, bridges, and transportation services (buses, etc.) are ready by helping prioritize projects based on public input and how the region is likely to grow.
The current plan, Communities in Motion 2040 (CIM 2040), was adopted in July 2014.
This plan is being updated; the update — CIM 2040 2.0 — is expected to be adopted by the COMPASS Board in December 2018.
CIM 2040 2.0 will refine the original CIM 2040 plan. To that end, the update retains 2040 as the horizon year and builds on the main tenets of CIM 2040 – namely the CIM 2040 Vision, goals, and performance measures and targets. The focus will be on additional information and analyses to support implementation and on how individual transportation components work together to form a complete, efficient transportation system for the Treasure Valley.
Future Transportation System
CIM 2040 2.0 will focus on four transportation system components, and how they integrate to comprise a complete transportation system:
In 2015 and 2016, work focused on each of the four components individually – gathering data, creating snapshots of what each looks like today, and developing a vision of what each could look like in the future, along with necessary steps to get us there.
In 2016 and 2017, several amendments to CIM 2040, were approved, moving projects from the list of unfunded needs to funded projects.
In 2017, COMPASS completed a Performance Measure Framework, funded through a Second Strategic Highway Research Program (SHRP2) Implementation Assistance Grant, to quantify how projects encompassing multiple transportation components can enhance the transportation system. Data from this framework, coupled with an updated CIM 2040 2.0 funding policy, CIM 2040 amendments, and other inputs, will inform the process to refine the list of prioritized projects identified in CIM 2040. The result of this work will be refined lists of funded projects and unfunded needs for CIM 2040 2.0.
In summer 2018, COMPASS will seek public feedback on the draft plan, then incorporate any changes that stem from that feedback and present the plan to the COMPASS Board of Directors for action by December.
Communities in Motion 2040 2.0 will be an interactive web-based plan, linked to technical documents that provide additional detail and analysis. DRAFTS of these technical documents will be posted below as they are completed. Note that as these are DRAFTS, they are subject to change. In addition, some of these technical documents contain placeholders for information to be added at a later date. These placeholders are identified with pink text.
Public comment on the entire draft Communities in Motion 2040 2.0 plan will be solicited in summer 2018. Prior to that time, please direct any comments on the initial DRAFT documents below to Liisa Itkonen (208/475-2241).

Public Involvement Plan

From August 2015 to July 2016, COMPASS asked photographers of all abilities to submit photos of four transportation components that will be the focus of CIM 2040 2.0: roadways, walking and biking, public transportation, and freight.
We received 116 photo submissions that portray the Treasure Valley’s transportation system beautifully and creatively. Thank you to everyone who submitted photos and to those who voted and congratulations to the 12 winning photographers! Each quarter, COMPASS sends an email update highlighting what has occurred in the past three months and what will occur in the next three months.
