2010 Census Local Update of Census Addresses (LUCA)

What is LUCA?
The Local Update of Census Addresses program, also known as LUCA, is a decennial census geographic partnership program that will allow the Census Bureau to benefit from local knowledge in developing its Master Address File (MAF) for the 2010 Census. Local governments can contribute to a more accurate census for their community by reviewing and commenting on the addresses that the Census Bureau will use to deliver questionnaires within the community.
Why Should You Participate?
Accurate Census data enables local governments to:
• Identify demographic characteristics economic development and service planning
• Compare population trends for future community needs and grant applications
• Determine areas of low/moderate income for housing and infrastructure projects
• Identify concentrations of elderly populations to provide services
• Determine the need for new schools
• Identify characteristics to provide emergency services and disaster relief

LUCA Schedule?
September 2007 to March 2008: The invited governments designate a LUCA liaison to review the portion of the Census address list covering the area under its jurisdiction. The Census Bureau will send the LUCA liaison an address list from the MAF, corresponding maps, and address tallies.

Watch for Your Economic Census Form
Chances are, if you own a business in the area you will receive a 2007 Economic Census form from the U.S. Census Bureau in December. Forms go to all but the very smallest businesses in this tally done once every five years.
The forms ask for basic information like your location, employment, payroll, and sales by type of product or service. Businesses that receive a form are required by law (Title 13, U.S. Code) to respond.
Businesses, communities, and governments use Economic Census data for planning and market development. Statistics are published for more than a thousand industries as well as for states, counties, cities, and metropolitan areas at business.census.gov .
Federal Reserve Board Chairman Ben Bernanke has called this census "indispensable to understanding America's economy."
