Matt Stoll
Matt Stoll joined COMPASS in 2002, and has served as the Executive Director of the organization since 2004. Under his direction, the organization has focused on developing and retaining collaborative and cooperative partnerships with Treasure Valley communities, and with local, state, and federal planning agencies. Prior to his tenure at COMPASS, Mr. Stoll worked at the Idaho Department of Environmental Quality for nine years. Mr. Stoll holds a Master of Arts degree in geography from Arizona State University and a Bachelor of Arts degree in geography from the State University of New York, College at Geneseo. He is active within the Treasure Valley community through his involvement in volunteer and non-profit organizations.

Megan Larsen
Megan Larsen joined COMPASS as Director of Operations in January 2013, bringing more than 15 years of experience in accounting, finance, budgeting, human resources and administration. Prior to joining COMPASS, Megan was Controller & Office Manager for Capital City Development Corporation. She has her Master of Public Administration from Boise State University and her Bachelor of Science in Accountancy from Arizona State University.

Eric Adolfson
Eric Adolfson is the GIS manager for COMPASS. He joined COMPASS in early 2006. His experience includes geographic information systems (GIS) for federal, state and county agencies in Idaho. He holds a Bachelor of Science Degree in Environmental Science from Washington State University.

Braden Cervetti

Cathy Crandell
Cathy Crandell is a Data Specialist for the Air Quality Board. She attended Boise State University and has worked for the Air Quality Board since 1985. Crandell is responsible for data analysis and managing the information flow among the Idaho Transportation Department, Air Quality Board, and emissions testing stations.

Brian Crowley
Brian Crowley joined COMPASS in May 2018 as an Assistant Planner. He works with the Technical Services Team, supporting GIS data and related projects. Brian is a Boise State University graduate in Environmental Studies, with an additional certificate in Geographic Information Systems (GIS) from Michigan State University.

Denise Eikanger
Denise Eikanger is the Vehicle Inspection and Maintenance Program Coordinator for the Air Quality Board. She holds an Associate’s Degree in Business Administration and has worked for the Air Quality Board since 1989. Eikanger is responsible for coordinating, supporting, and managing the vehicle emission inspection and maintenance program in Ada County.

Tevrin Fuller
Tevrin Fuller joined COMPASS in November 2019 as a Resource Development Data Specialist where he supports the planning of the Transportation Improvement Program (TIP) and the Resource Development Program. He is from Twin Falls, Idaho and earned a Bachelor’s degree in Environmental Studies with a Minor in Sustainability from Boise State University.

Destinie Hart
Destinie Hart joined COMPASS in 2020 as a Principal Planner in Resource Development, with nine years’ experience in the public sector managing federal grants and administering grant programs, most recently for the Idaho State Police. Destinie earned a bachelor’s degree from Boise State University in Communication/English and a certificate in technical communication and is currently pursuing a Master of Public Administration degree at Boise State. With a strong interest in community engagement, Destinie enjoys volunteering and working with local nonprofit organizations.

Rachel Haukkala
Rachel Haukkala is an Associate Planner focusing on public transportation and rails with trails planning efforts to support long-range planning. Rachel holds a Bachelor of Science degree in Community and Regional Planning from Iowa State University, with a secondary major in Environmental Studies. Prior to joining COMPASS in 2017, she worked for the Iowa Department of Transportation on GIS and transportation planning projects.

Keith Holmes
Keith Holmes, CPA, has served as accountant since late 2005. He has almost fifteen years experience in accounting and finance, including as a financial specialist for the Idaho Transportation Department, as a senior accountant for a private firm, and as a staff accountant for a large local corporation. He holds Bachelor Degrees in Accounting and Finance from Boise State University and is active with a number of charitable organizations.

Liisa Itkonen
Liisa Itkonen, Ph.D., AICP, is a Principal Planner for transportation. Prior to joining COMPASS in March 2008, she worked for the Idaho Department of Environmental Quality as a planner and project coordinator. She is a native of Finland and has a Master’s Degree in Social Policy from the University of Helsinki, Finland and a Doctorate in Environmental Sociology from Washington State University.

Amy Luft
Amy Luft has served as Communication Coordinator at COMPASS since 2008. She has over 20 years of diverse experience in outreach, communication, and project management, and has worked in both the public and private sectors. Immediately prior to her employment at COMPASS, Amy was employed at the Idaho Department of Environmental Quality for eight years. She holds two Bachelor’s degrees from the University of Idaho and a Master’s degree from Clemson University.

Carl Miller
Carl Miller, PMP, AICP, CTP, is a Principal Planner for demographics and performance-based planning. Prior to COMPASS he worked as a planner for Canyon County and for the City of Boise. He holds a Bachelor degree in Planning and Resource Management from Brigham Young University and a Master of Public Administration degree from Boise State University.

Hunter Mulhall
Hunter Mulhall joined COMPASS in April 2017. He has a Bachelor’s degree in Geography from the University of Nevada, Reno. Hunter has worked in both the private and public sectors doing data management, GIS, and business analytics. Prior to joining COMPASS, he was GIS Operations Manager at LeadDog Consulting in Anchorage, Alaska, and most recently a consultant to the Department of the Interior and U.S. Forest Service at the National Interagency Fire Center in Boise, Idaho.

Kathy Parker
Kathy Parker joined COMPASS as Resource Development - Principal Planner in March 2016. She previously served as director of an economic development and transportation planning organization in Washington State, bringing thirty years of grant writing and transportation management experience to COMPASS. Kathy is a certified Community Development Block Grant (CDBG) administrator and holds a Bachelor of Arts degree in Business Administration from Heritage University in Toppenish, Washington.

Mary Rodriguez
Mary Rodriguez is a Customer Service Specialist for the Air Quality Board. She has worked for the Air Quality Board since 2010 and is responsible for answering incoming calls and emails from customers, including requests for extensions for repairs and information on Idaho state laws and policies on emissions testing. She is active in the community, regularly volunteering for non-profit organizations.

Janet Russell
Janet joined the COMPASS staff in February 2012 as a financial assistant. She is a Certified Payroll Professional with over twenty years experience in the payroll industry. Janet is primarily responsible for payroll, accounts payable, and accounts receivable.

Mitch Skiles
Skiles joined COMPASS in 2020. His primary role includes assisting with the development, maintenance, and application of the region's travel demand model, air quality conformity demonstration, and benefit-cost analyses. He grew up in eastern Montana and graduated from the University of Idaho with a Bachelor of Science degree in Civil Engineering. He is a licensed Professional Engineer with experience pulling from both the transportation planning and engineering disciplines and a strong interest in transportation data analytics. Previously, Skiles was responsible for long range Capital Improvements Plan updates for the Ada County Highway District and oversaw the District’s impact fee program.

Toni Tisdale
Toni Tisdale is a principal planner for transportation focusing on the Transportation Improvement Program. She joined COMPASS in 2002. Before joining COMPASS, Toni was a planner for a metropolitan planning organization in Central Texas for four years. Toni has a Bachelor of Arts degree from the University of North Texas.

Hailey Townsend
Hailey joined COMPASS in May 2018 as Communication Assistant. She holds a Bachelor of Arts degree in Communication and certificates in Public Relations and Business. She is responsible for maintaining the agency's website and social media platforms, managing logistics for educational events and public meetings, and assisting in soliciting public input on COMPASS plans and programs.

Mary Ann Waldinger is a Principal Planner and Technical Services Team Lead.
