Craig Raborn

Craig Raborn is the Executive Director of the Community Planning Association of Southwest Idaho (COMPASS), bringing over 20 years of leadership in transportation and regional planning. His career spans executive roles at major metropolitan planning organizations in Houston and Las Vegas, as well as work in rural Arizona, federal transportation programs, and academic research centers. Craig has directed award-winning plans, overseen multimillion-dollar transportation investments, and pioneered innovative public engagement and performance-based planning practices. With a strong foundation in land use, housing, and infrastructure policy, he is known for building consensus among diverse stakeholders and advancing strategies that connect planning with quality of life, economic opportunity, and sustainability. He is a member of the American Institute of Certified Planners and a former Congressional Fellow for the American Planning Association.

Megan Sonnen

Megan Larsen joined COMPASS as Director of Operations in January 2013, bringing more than 15 years of experience in accounting, finance, budgeting, human resources and administration. Prior to joining COMPASS, Megan was Controller & Office Manager for Capital City Development Corporation. She has her Master of Public Administration from Boise State University and her Bachelor of Science in Accountancy from Arizona State University.

Eric Adolfson

Eric Adolfson is the GIS manager for COMPASS. He joined COMPASS in early 2006. His experience includes geographic information systems (GIS) for federal, state and county agencies in Idaho. He holds a Bachelor of Science Degree in Environmental Science from Washington State University.

John Hardesty

John Hardesty joined COMPASS in 2025. He brings a unique blend of technical problem-solving and people-centered thinking, with experience in product management and data analytics applied to transportation and public health. His background in computer science and anthropology fuels his love for finding creative solutions to complex challenges. When he’s not working, you’ll find him spending time with his family. His two little ones keep him sharp on real-world problem-solving.

Ashley Cannon

Ashley Cannon joined COMPASS in August of 2023 as an Accountant. Her background is in government accounting, previously working for state agencies such as The Idaho Division of Veterans Services and The Idaho Department of Parks and Recreation. She received her bachelor’s degree in Accountancy from Boise State University.

Matt Carlson

Matt joined COMPASS in 2023. He helps bring potential COMPASS projects and member agency projects to funding readiness, identifies funding sources, and assists with grant applications. Prior to joining COMPASS, Matt worked for the Idaho Transportation Department in the Division of Highway Development. Matt has experience at federal, state, county, and city government agencies. He holds a Master of Public Administration (MPA) with an emphasis in Natural Resource Policy from the Martin School of Political Science at the University of Idaho.

Brian Crowley

Brian Crowley joined COMPASS in May 2018 as an Assistant Planner. He works with the Technical Services Team, supporting GIS data and related projects. Brian is a Boise State University graduate in Environmental Studies, with an additional certificate in Geographic Information Systems (GIS) from Michigan State University.

Josie Gallup

Josie Gallup joined COMPASS in May 2022 as a Communication Assistant. She obtained a bachelor’s degree in English with a Professional and Creative Writing emphasis from Central Washington University of Ellensburg, WA in 2021. She has experience co-editing a magazine for Central Washington University and has experience producing outreach materials, public speaking, and creating social media content.

Teri Gregory

Teri Gregory joined COMPASS in June 2022 as the Executive Assistant and comes to us from the Idaho Department of Environmental Quality where she spent 31 years in a variety of administrative positions. Teri attended the University of Idaho where she studied elementary education. In her spare time, she loves to travel, garden, and read.

Gus Loeffelholz

Gus Loeffelholz joined COMPASS in September 2025 as a Senior Planner. In past roles he assisted in planning for Air Force installations and provided stewardship and oversight of Federal Aid highway funds for planning projects. Previously he was a Community Planner at the Federal Highway Administration – Idaho Division. He holds a Master of Urban and Regional Planning degree from the University of Texas at San Antonio and is a member of the American Institute of Certified Planners.

Amy Luft

Amy Luft has served as the Communication Coordinator at COMPASS since 2008 and is the Communications Team Lead. She has over 25 years of diverse experience in outreach, communication, and project management, and has worked in both the public and private sectors. Immediately prior to her employment at COMPASS, Amy was employed at the Idaho Department of Environmental Quality for eight years. She holds two Bachelor’s degrees from the University of Idaho and a Master’s degree from Clemson University.

Austin Miller

Austin Miller joined COMPASS in September 2022 and is the Planning Team Lead. Previously, Austin worked at the Ada County Highway District in the development services department, reviewing development applications, assessing impact fees, and overseeing the 20-year Capital Improvements Plan. He holds a Bachelor of Business Administration degree from Boise State University.

Hunter Mullhall

Hunter Mulhall joined COMPASS in April 2017. He has a Bachelor’s degree in Geography from the University of Nevada, Reno. Hunter has worked in both the private and public sectors doing data management, GIS, and business analytics. Prior to joining COMPASS, he was GIS Operations Manager at LeadDog Consulting in Anchorage, Alaska, and most recently a consultant to the Department of the Interior and U.S. Forest Service at the National Interagency Fire Center in Boise, Idaho.

Alexa Roitman

Alexa joined COMPASS as an Assistant Planner in April 2023. She holds a BA in Urban Studies from Boise State University. As a student, she interned with Idaho Smart Growth and helped facilitate education for pedestrian, bicycle, and car safety through the Road Rights campaign. Immediately prior to position with COMPASS, she worked at the City of Boise’s Office of Community Engagement.

Janet Russel

Janet joined the COMPASS staff in February 2012 as a financial assistant. She is a Certified Payroll Professional with over twenty years experience in the payroll industry. Janet is primarily responsible for payroll, accounts payable, and accounts receivable.

Sherone Sader

Sherone Sader joined COMPASS June 2022 as a Resource Development Assistant. She provides a key support role for projects and programs and is responsible for data collection, data entry, analysis, and technical support. She grew up in the Seattle area but has lived 20 years in Nebraska, working three of those years as the Assessor’s Clerk in Nuckolls County, and the remaining years as a rural postal carrier. She’s a mother of five and also has many years of experience in administration, graphic design, social media management and music ministry.

Mitch Skiles

Mitch Skiles joined COMPASS in 2020. His primary role includes assisting with the development, maintenance, and application of the region’s travel demand model, air quality conformity demonstration, and benefit-cost analyses. He grew up in eastern Montana and graduated from the University of Idaho with a Bachelor of Science degree in Civil Engineering. He is a licensed Professional Engineer with experience pulling from both the transportation planning and engineering disciplines and a strong interest in transportation data analytics. Previously, Skiles was responsible for long range Capital Improvements Plan updates for the Ada County Highway District and oversaw the District’s impact fee program.

Toni Tisdale

Toni Tisdale is a principal planner for transportation focusing on the Transportation Improvement Program and the Resource Development Team Lead. She joined COMPASS in 2002. Before joining COMPASS, Toni was a planner for a metropolitan planning organization in Central Texas for four years. Toni has a Bachelor of Arts degree from the University of North Texas.

MaryAnn Waldinger

Mary Ann Waldinger is a Principal Planner and Technical Services Team Lead. She is responsible for the development, maintenance, and application of the region’s travel demand model, air quality conformity demonstration, and benefit-cost analyses, and oversees the transportation management and operations plan. MaryAnn has been with COMPASS since 1996. She is an Idaho native with a Bachelor’s Degree in Business Economics from Boise State University.

Olivia Vielstich McKinnon

Olivia Vielstich McKinnon joined COMPASS in June 2023. Prior to joining the COMPASS team, Olivia worked for the Salt Lake City Council Office as a constituent liaison working to ensure effective communication between residents of Salt Lake City and their elected officials. Olivia holds a Bachelor of Science in Urban Ecology and a Master of City and Metropolitan Planning from the University of Utah.
